I have deleted a file (mirc.ini) from my root directory several times and it reappears within 5 minutes. I have no idea how this file can "regenerate" itself. Does this sound like a virus? If so, any help on getting rid of it would be appreciated.

I've had this before and apparently it is due to virus activity. MIRC.INI is related to Internet Relay Chat (don't know much about IRC, because I've never used it). I believe that the virus copies your IRC settings (maybe to allow someone else to use your name on IRC?).
To get rid of it, edit the following file:
C:\WINDOWS\WIN.INI
and remove the line:
run=c:\windows\winhelper.exe
Then do a file search and locate the WINHELPER.EXE file and delete it.

For a more thorough clean, get the Multi-Trojan Cleaner from http://www.dynamsol.com/puppet. That should kill it completely.
