ProEngineer is not basic. Pretty advanced for me.

Basic would be like AcadLT. It's a stripped down version of cad.

Heck just got for AutoCAD. It can be basic and even a 5 year old can draw lines with it.

AutoCAD version X.

You can use any version of ACAD, depends how much knoledges you have in.

You can draw a line, the same in ACAD R10 or ACAD 2000, or ACAD LT.

I have both AutoCAD LT and TurboCAD 2D V6

I would say that for absolute beginners, TurboCAD is the way to go. It's cheap as well.
