What's the real story with Contrast Ratio in LCD's?

I was going to buy this LCD monitor by HP that I like alot. It is the HPW2207 and it costs $350.00. Then I saw this the Samsung 226bw that has a 3000:1 contrast ration for $309.00. But the HP looks better to me than the Samsung does and it has a lower contrast ratio and a higher price. Then I read where there are different standards for measure contrast ratio's for diff. companies and so be wiery of the contrast ratio specs. Is this true?
