windows based dhcp clients (ipconfig /renew)

Does anyone know the reason why running "ipconfig /renew" would come back and say

"An error occurred while renewing interface Local Area Connection : The system could not find the file specified."

We're speculating that some file that the client uses to store the leases it's getting is broken or missing.

Possibly folder or file permissions somewhere in the C:\Windows or C:\Winnt folder aren't allowing the user access to the proper command file.
